The rules below have been agreed for the 2009-2010 season by the Team Captains at their meeting in May 2009.

Rules and Organisation

Format

1. The league will follow a round-robin format with the teams meeting each other once.

2. This will be followed by play-offs for the top 12. Top 4 qualify directly for the quarter-finals. Teams ranked 5-12 will play home and away elimination games as follows: 5v12, 6v11, 7v10 and 8v9. The quarter-finals and semi-finals will also be home and away elimination games.The lower ranked team always plays the first game at home. The 'away goals rule' will count. The Final will be a single game.

3. Points will follow the 3-1-0 format. Ties will be broken by the score of the games between the two teams, overall goal difference, and goals scored, in this order. Ties after full time during the play-offs go directly to penalties.

4. Any team forfeiting their third game will be ejected from the tournament and all their games nullified. Yellow/red cards for opponents in those games will also be nullified.

Team make-up

5. There will be no restrictions on participation (e.g. age, nationality, gender, employment etc).

6. Players can only play for one team throughout the length of the season, including the play-offs. Once a player has played for one team, he cannot play for another. Teams using ineligible players will forfeit the game.

7. Only players that have played in at least 5 games during the season are eligible for participation during the play-offs. Referees will check ID against the list of eligible players during the play-offs. Teams using ineligible players will forfeit the game. There shall be no exceptions to this rule for any reason.

Games

8. The duration of games will be 2x35mins, with an allocation of 1.5 hours per game.

9. A forfeit is registered as a 0-3 loss.

10. The Home Team (written first on the fixture list) must provide 3 footballs. In the event of a failure to do so, it forfeits the game.

11. Home Team has first choice of shirt colour. Away Team must ensure that shirt colours do not clash.

12. Home Team is responsible for any administrative obligations that may arise, including keys, lights, liaison with the groundsmen etc.

13. Teams not fielding 7 players at the time of kick-off forfeit the game.

14. Normal FIFA rules apply, with the sole exception of substitutions: A team can substitute players only when it is in possession and the ball is out of play. Teams have unlimited substitutions during a game.

15. Games will be postponed only with the consent of both captains. The team requesting postponement is responsible for finding a new time/pitch for the fixture, and covering any costs that may arise. Should such rescheduling be unsuccessful by the end of the regular season, neither team gains any points.

16. Should the referee decide, on the spot, that a game cannot go ahead (e.g. due to the pitch conditions or weather), the Organising Committee will reschedule the game and cover the costs.

17. Team captains will update the website within 24 hours of a fixture, indicating the players used (including substitutes not used), scorers and bookings. Failure to do so will result in 1 point-deduction from the team's tally.

Referees

18. A third team, as indicated on the fixture list, will provide 2 linesmen for each game.

19. A team failing to provide 2 linesmen will have 1 point deducted from their tally for each absent linesman. In the absence of linesmen, the referee will decide on whether or not he wishes to ask the two teams to provide linesmen.

20. In the absence of a qualified referee, the team responsible for the linesmen will provide the referee and the Home Team will have to provide a linesman.

21. The captains of the two teams shall rate the performance of the referee within 24 hours of any fixture by e-mail. The rating shall be on a scale of 1 (poor) to 4 (exemplary). If the captains do not pronounce themselves, the referee automatically receives a score of 3.

22. A qualified referee will be appointed for each game by the Organising Committee. The referee will complete the "Referees Report", with information on the score, scorers, bookings, number of players used by each team (including subs not used), man of the match, fair play points per team (on a scale of 1-3) and any other significant events and e-mail it to the organisers within 24 hours of the game.

Cautions

23. Players receiving 2 yellow cards in the same game miss the next game.

24. Players receiving a straight red miss the next 2 games. Referees can indicate in their report if the red card was for a deliberate handball or a ?last-defender foul?, in which case the penalty is reduced to 1 game, or for particularly violent/abusive conduct, in which case the Organising Committee may extend the penalty accordingly.

25. Players accumulating 3 yellow cards miss the next game.

26. For the play-offs, card totals are reset, but suspensions from the regular season remain valid.

27. The Fair Play standings will be made up of the ratings from the ref reports, minus 1 point for each yellow card received, and 3 points for each red card received.

Organising Committee

28. The Organising Committee is made up of 5 members, who are not involved in the organisation of any teams, and will take its decisions and inform all captains by e-mail every Friday.

29. The team captains shall meet in principle once every 2 months, or whenever necessary in order to examine any issues that may arise regarding the organisation and management of the League.

30. The Organising Committee shall act by simple majority and decisions can be taken also by e-mail.

31. The Chairman shall propose meeting times for meetings of team captains that shall be confirmed once he receives at least 7 positive replies.

BXL Euroleague Proposals for the 2010-2011 Season

 

  1. Format of Playoffs

            Overall the playoff format seems to be satisfactory. No grand changes, but it might be worth considering whether we need double games for the first knock-out round 5-12. Our proposal would be to go back to the single elimination game format for that round, and then maintain the double games from then onwards. This would also relieve the schedule a bit.

 

  1. Rule 17 on updating the website
    We propose to remove the penalty of -1 point for not updating the website within 24 hours. Teams are now doing this systematically and we have avoided being strict on this rule anyway because it's less important. In the future, within 24 hours the site will be locked and quite simply teams will not benefit from participation in view of the minimum of 5 games for the playoffs.

 

  1. Fair-play & Ref Evaluation
    We propose to change the scale from 1-4 to 1-5 for the fair-play points awarded by refs to the teams, and also for the evaluation made of refs by the captains. This will allow greater variation in scores.

 

  1. Presence of Linesmen
    This year, 9 games were played without linesmen during the regular season (total 171 games). Captains need to be able to convince their players that they have to meet their linesmen obligations. For this reason, we propose that, apart from losing points, when a team does not provide 2 linesmen, then that team's captain is suspended for the next game. For most teams this will make no difference since they always meet their obligations. For others, it will give captains extra leverage over their players. Another proposal is to increase the penalty for each missing linesman: -1 the first time, -2 the second time, -3 the third time etc.

 

  1. Quality of Linesmen
    One of the biggest problems this year was the quality of linesmen. Captains seem to keep sending people who don't know the rules. This obviously creates frustration and tension in the game. One approach could be to allow referees to rate the linesmen after the game, on a scale of 1-5. The 3 teams with the lowest linesmen scores at the end of the season have 1 point deducted from their tally. This will urge teams to send better linesmen.

  2. Fair-Play Champion
    This year we will be rewarding the fair-play champions with sports equipment. Next year, we could perhaps envisage giving the fair-play champions the 12th spot of the play-offs. This means that only 11 teams will qualify from the regular season, plus the fair-play champion. If the fair-play champion is above the 12th spot, then the team in 12th place takes the last play-off spot.
